Russia's Putin heads West with eyes on the money

MINSK, Belarus (AP) ? President Vladimir Putin's first foreign trip after being sworn in for a third term reflects a policy course driven primarily by Russia's economic interests.

He travels Thursday to Belarus, where Russia has long had designs on economic assets, and from there directly to Germany and France in an attempt to boost ties with the continent's most powerful economies.

In an executive order released as he returned to the presidency this month, Putin named creating conditions for Russia's economic modernization and strengthening its positions in global markets as his No. 1 foreign policy priority.

Belarus has been Russia's closest ally since the 1990s, when the neighboring countries signed a union agreement that envisaged close economic, political and military ties and set the goal of an eventual merger.

Their relations, however, have often plunged into acrimony, with flamboyant Belarusian President Alexander Lukashenko accusing the Kremlin of trying to wrest control over key sectors of his nation's economy.

After years of resistance, Lukashenko surrendered control last fall over a pipeline that carries Russian natural gas to the West via Belarus, but he has resisted Moscow's push to sell prized industrial assets to Russian business players.

Putin's talks with Lukashenko will likely see another round of tough bargaining, particularly over Belaruskalii, one of the world's largest potash producers.

"The Kremlin is conducting a neo-imperialist policy, snapping up the country's most attractive assets," said Belarus' first post-Soviet leader, Stanislav Shushkevich.

Lukashenko in the past has sought to pit Russia against the West, making periodic overtures to the European Union in a bid to squeeze loans and subsidies from the Kremlin.

But the authoritarian president can no longer play that game now that he has brought relations with the West to a freezing point over his crackdown on the Belarusian opposition. The EU and United States have slammed new economic and travel sanctions on Lukashenko's regime, leaving him to rely exclusively on Russia for support.

"The Belarusian leader has very limited room for maneuver amid international isolation," said Valery Karbalevich, a Minsk-based independent political researcher.

Belarus will play a key part in Putin's plan to form a Eurasian Union, seen by some as an attempt to recreate the Soviet empire.

Moscow also has seen Belarus, which borders NATO member Poland, as an important security asset. The Russian military has an early warning radar system in Belarus and has conducted frequent joint exercises with the Belarusian army, using its air bases and other military facilities.

Defense ties with Belarus may grow more important for the Kremlin amid spiraling tensions over the U.S.-led NATO missile defense system planned for Europe, which Russia sees as a threat to its security.

During his visits Friday to Germany and France, Putin is expected to push for broader access to European energy and other markets and to lobby for Russian businesses interested in acquiring European industrial assets.

Putin may hope that Europe's debt crisis will make Berlin and Paris more receptive to Russian proposals.

"Putin hopes that amid the crisis and uncertainty, the big countries will reach for support outside their familiar orbit," Fyodor Lukyanov, the editor of Russia in Global Affairs magazine, wrote in a commentary published Thursday.

Putin has long sought to make Europe more willing to embrace Russia-proposed energy alliances and accept Moscow's bids for European industrial assets by threatening to redistribute Russian oil and gas flows to energy-hungry China.

Moscow also has found common ground with Beijing in countering what both countries perceive as a U.S. drive for global domination. They have pooled efforts to resist Western pushes for sanctions against Iran and Syria.

As part of their efforts to counterbalance Western influence in the resource-rich Central Asian region, Russia and China set up a regional security grouping. Putin travels to Beijing on June 6 for a summit meeting of the Shanghai Cooperation Organization.

The series of trips underlining Putin's foreign policy priorities follows his refusal to visit the United States for the Group of Eight summit of leading industrialized nations, which many saw as a snub.

Sanchez has no regrets about 'Idol' finish

When Phillip Phillips took top honors on "American Idol," fellow finalist Jessica Sanchez said that she believed the voting public made the right call. Looking back on her second-place finish now, the 16-year-old stands by that assessment.

Sanchez, who performed on TODAY Thursday morning as part of the Toyota Concert Series, continued to sing Phillips' praises when she spoke to Matt Lauer.

"He's really fought through the competition -- not only mentally but physically too," she explained. "I mean, his health issues -- he really fought through it, and now, he's working on it at this moment. I'm really proud of him."

And she's proud of herself too. While she admires Phillips' hard work and perseverance, Sanchez has no regrets about what she brought to the talent showdown.

"Not at all!" she insisted. "I mean, there's been some bumpy moments in the competition, but I made it to the finale. So I have no regrets at all."

With her "Idol" days behind her, Sanchez is now ready to move on a make her own music and "just enjoy life."

MANZANILLO, Mexico (Reuters) - Hurricane Bud weakened to a tropical storm as it churned closer to Mexico's coast on Friday, but it brought heavy rains and strong winds that downed trees and closed schools and a major Pacific shipping port.

The first hurricane of the 2012 season, Bud was downgraded to a tropical storm with winds of up to 70 miles per hour (115 km per hour) on Friday afternoon. Downpours and wind gusts whipped through Manzanillo, knocking over trees and sending at least three families into emergency shelters.

Local officials said the municipality of Manzanillo had space for 15,000 people if more evacuations were needed.

"I am worried, but not scared. There is a lot of work to be done," Mayor Rosario Yeme said in Manzanillo, where she was coordinating with emergency services before the storm's landfall.

Authorities shut schools in Manzanillo and several other towns on the Pacific coast.

Last October, Hurricane Jova hit in almost the same area, causing at least four deaths and destroying infrastructure and houses in towns near the port.

Mexico has no significant oil installations on the Pacific coast.

"I am nervous," said 31-year-old Alma Rodriguez, who works at a clothing shop geared toward tourists in Manzanillo's commercial center. "But this is not as bad as the last storm. Everything is pretty calm," she said.

PORT CLOSED

Manzanillo port, which ships cars, cattle, metals and tequila to Asian and U.S. markets, was closed on Friday morning. The terminal handles about 9 percent of Mexico's cargo, also importing containers of manufactured goods.

Businessman Ruben Alamo expected port operations would resume by the weekend.

"The storm will affect imports and exports, but only minimally," said Alamo, who owns a construction company and represents a regional construction business association.

But she told Sky News: "The government reimburses me for the 100 euros I pay for the oxygen, but now they have stopped. They also used to pay the chemists for my drugs but they have stopped.

"Now I owe my local chemists 400 euros and I find it difficult to get my medication. If I have an attack, I don't even have petrol in the tank to get to the hospital. And nor can I afford the five euro entry fee."

The five euro hospital entry fee was a recent austerity measure introduced by the last government.

The family, who live in the industrial area of Aspropirgos, has sold all their jewellery including wedding rings and christening gifts to pay for food and medication.

Ms Catsoula's daughter Vicki, who is diabetic herself, now regularly makes a three-hour journey to a central Athens refuge centre to try to get hold of the drugs her family needs.

"We have a significant number of women in top leadership positions, including nearly 40 percent of direct reports to the CEO, and others who run businesses that by themselves compare with Fortune 500 companies," said Bank of America spokesman Scott Silvestri.

Wall Street is a savage place. For women and men. But the departure of top executives has raised age-old questions for women who work there, and for those who observe them.

Before the financial meltdown there was a sense that hiring was becoming more equitable. It no longer feels that way.

Some experts, such as economist Sylvia Ann Hewlett, director of the Centre for Talent Innovation as well as the Gender and Policy Program at Columbia University's School of International and Public Affairs, argue that women who choose to have children either opt to take, or are forced to take, off-ramps in their jobs because their prime career-building years coincide with their prime child-rearing years.

Others subscribe to the "glass cliff" theory proffered by University of Exeter Professors Michelle Ryan and Alex Haslam: Companies push women up the ranks, then promote them too fast and too far. Failure is inevitable, and the perception that women can't do the job is thus fulfilled. A self-reinforcing, negative feedback loop ensues.

Yet women now earn 57 percent of bachelor's degrees and are 60 percent of graduate students.

The workforce also continues to change. Women now make up more than half the managerial class. Almost 40 percent of working wives now outearn their husbands, according to Liza Mundy, author of the recent book "The Richer Sex."

Mundy predicts that the Big Flip - the day when women will outearn men - will soon be upon us.

The recent rash of female departures on Wall Street may make it seem like progress is being erased.

Strangely, that's not the case.

"I actually think, in an ironic way, it's progress that women are judged on performance grounds," says Kanter. "We are going to see some women succeed beyond belief and some women who get caught in a crisis of their own making. But stay tuned. Ina Drew won't be the last person to lose their job from JPMorgan Chase."
